The NEET Phenomenon

2025.02.07 – INAPP, the National Institute for Public Policy Analysis, is conducting the research study “Policies and Services for NEET Youth”, as part of the activities of the National Plan for Youth, Women, and Work.

The NEET phenomenon (young people who are not in education, employment, or training) has been the subject of studies and research for decades. However, it still requires further investigation and reflection to shed light on how it evolves and takes shape in the face of ongoing rapid economic, social, and cultural changes.

On 30 January 2025, an online survey was launched, targeting a national sample of young people aged 15 to 34 who have been inactive for at least four weeks prior to the survey.

The questionnaire, which is highly detailed and structured, encourages reflection on young people’s expectations, needs, values, and attitudes, with particular focus on the education system, employment, professions, and overall social participation. It also gathers information on various individual and family characteristics (such as gender, age, place of birth, family composition, parents’ education level, and study and work experiences).

The survey will conclude on 31 July 2025.

Objective: To gain a deeper understanding of the socio-cultural characteristics of NEET youth, the reasons leading to inactivity, how they experience this condition, the actions taken to overcome it, their expectations and aspirations, social participation, and future prospects.
