02.07.2024 – This year, the parliamentary process for the publication of the Report on Continuous Training in Italy (for the years 2021-2022) has once again concluded. The report was submitted to the Presidents of the Chamber of Deputies and the Senate by the Minister of Labour and Social Policies, as stipulated by law no. 144/99.
The Report presents the findings of the Continuous Training Survey, which results from a productive collaboration developed in recent years between the Inapp Research Group “Continuous Training and Adult Learning,” part of the Education and Training Systems Unit, and colleagues from the former Anpal Structures. It represents the outcome of an analysis of the demand and supply of adult and employed training, as well as the implementation of policies supporting and promoting public and private investment in continuous training.
The publication is divided into two parts: the first focuses on the analysis of the evolution of the institutional context, and the second on the implementation of policies. The first part reconstructs the overall framework in which opportunities, participation, and investments in training activities in Italy for adults, public and private sector employees, and self-employed individuals have developed.
The analysis was conducted considering the main challenges that have also characterised training systems, stemming from structural trends such as increasing levels of adult participation, learning activities, the digital and ecological transition, and demographic ageing, as well as the various effects resulting from the Covid-19 pandemic. The second part describes the implementation at the national and regional levels, as well as by the Interprofessional Joint Funds, of the main structural reform policies such as the Employment Guarantee Programme (GOL) and, for businesses and workers, the New Skills Fund (FNC), introduced in light of the strengthening and redefinition of European policies to support the most vulnerable labour markets through the PNRR to boost employment and combat unemployment.
