Social Inclusion Unit

This unit is dedicated to analysing different forms of poverty and measures aimed at fighting it, as well as to the study of disabilities and supporting actions and policies capable of ensuring social and work inclusion of persons with disabilities. Studies also cover various types of inequalities, with special reference to policies aimed at reducing them in order to enhance inclusion and social cohesion. Within this framework, special attention is paid to social services in terms of their functioning mechanisms, operational models  and attainments , as well as to territorial social planning in general and issues of social inclusion  connected with community service.  Categories at a higher risk of social exclusion have also been singled out as a further field of research, with a view to developing patterns of intervention for the enhancement of their employability rates.

The Social Inclusion Unit consists of three Research Groups:

1) Poverty and poverty reduction measures – Person-in-charge Anna Ancora ([email protected]) – Group activities are focused on analysing, monitoring and assessing measures intended to reduce poverty in all of its instances, including child poverty. The multi-dimensional nature of poverty, as described both by the international literature and by  empirical research carried out by the Institute over the last  years, requires that this phenomenon be perused with an eye turned to the variety of its different nuances  .For the effective enactment of poverty reduction measures, in-depth studies must devise and test  models of intervention aimed at improving employability for groups at higher risk of exclusion. For the purpose of offering useful benchmarks to promote and enhance the quality of poverty reduction actions, the analysis needs to shed light  on the logics and mechanisms on which the different policies are based, with special reference to their impact on beneficiaries and services.

2) Disability and discrimination – Person-in-charge Franco Deriu ([email protected]) –This group’s activity aims at analysing, monitoring and assessing measures intended to support full social and work inclusion of persons with disabilities, including the enforcement of Law #68 of 12 March 1999 , in compliance with the principles established by the UN Convention on the rights of persons with disabilities. Within the wider framework of sustainable development objectives as provided for by the 2030 Agenda, the activities of this group also investigate the connection between specific forms of discrimination and processes of social inclusion.

3) Territorial welfare systems – Person-in-charge Matteo D’Emilione ([email protected]) – The activity of this group  is aimed at analysing the network of territorial social welfare, in pursuit of  effective reorganisation of the systems of performance, social service and social intervention. Research areas to be monitored and analysed share the goal of reconstructing and “interpreting” the supply and demand system of welfare services, and in particular the integration among services for a correct and effective activity of territorial social planning. Specific studies stress out the crucial importance  of strengthening the service system at the local level, driving towards the development of joint action patterns to tackle the issue of  poverty. These include initiatives  in support of the National Operational Programmes (Pon Spao and Pon Inclusione).
