Tasks and functions

As sanctioned by art. 10 of Legislative Decree no.150/2015, in accordance with the strategic guidelines set by the Ministry of Labour, the functions fulfilled by INAPP are specifically centred on the study of, research on, monitoring and assessment of the outcome of national and regional policies with regard to  education and vocational training, traineeship and alternate training programmes, continuing vocational training, integration of disabled people into the job market, social inclusion of subjects with major difficulties, as well as measures to contrast poverty, the tertiary sector, labour policies and services – including the assessment of the extent to which Anpal’s objectives are fulfilled, and the evaluation of costs for unemployment benefits. Furthermore, INAPP is in charge of studying, monitoring, and assessing a range of other public policies that directly or indirectly impact the labour market. 

In all relevant matters and upon request, INAPP provides its technical and scientific support to the Ministry of Labour and social policies, and to the Presidency of the Council of Ministers. As a result of institutional conventions, Inapp’s support is also provided to other national Ministries and public institutions, to the Regions and Autonomous Provinces, to the permanent Conference for the relations between State, Regions, and Autonomous Provinces, and to the Unified Conference summoned by Legislative Decree no.281 of 28 August 1997.

As a public body, the Institute promotes and carries out activities as provided for by the National Research Programme: it therefore cooperates with universities by hosting traineeship initiatives, and participates in projects and research tenders funded by national as well as international institutions, thus encouraging a fruitful debate within the international scientific community. It can also provide third parties with specific services in the form of stipulations regulated by private law.
