Projects of Collective Utility and Third Sector Spaces


2024.10.02 – Inapp and Ifel Fondazione Anci, as part of a broad agreement on the analysis of social innovation interventions in the social economy, have organised a national field survey to investigate the functioning and effectiveness of Projects of Collective Utility (PUC) and the involvement (space) of the Third Sector.

This type of intervention is currently aimed at vulnerable individuals who have been granted the newly established Inclusion Allowance (Assegno di Inclusione, ADI) and, until the end of 2023, targeted recipients of the Citizenship Income (Reddito di Cittadinanza, RdC). 

The PUC, both at the planning and operational stages, may involve and collaborate with Third Sector entities, while also fostering experiences of shared administration (art.55 of Legislative Decree no. 117/2017 and subsequent amendments, Guidelines of the Minister of Labour and Social Policies, Decree no. 72/2021). 

The aim of the survey is to understand the functioning and key characteristics of more than 23,000 PUCs intended for beneficiaries of both RdC and ADI, currently initiated by over 4,700 municipalities. The reference period for the launch of the PUCs is from 1 January 2021 to 31 August 2024. 

The survey is sample-based and has municipalities as the unit of analysis. The questionnaire is divided into five sections, with closed questions specifically exploring the planning, management, and implementation of the PUC instrument.
