PIAAC – Adult skills survey 

Objective: To measure adults’ cognitive skills in literacy, numeracy, and problem-solving, as well as capture, through a structured background questionnaire, a range of information that provides insight on the link between skills, education, and employment and the role skills play in improving the employment and life prospects of the adult population

PIAAC (Programme for the International Assessment of Adult Competencies) is an international programme, aimed at the assessment of professional skills in the adult population. It was launched by OECD (Organisation for economic Co-operation and Development) and joined by a variety of countries worldwide, including Italy.
The main objective of PIAAC is the definition of strategies of intervention for the improvement of adult skills, through an activity of data collection apt to fulfil scientific purposes, as well as to devise policies for the development and maintenance of adult skills. The Programme involves the completion of an international statistical survey, which is administered to a sample of people in the 16-65 age bracket, collecting information on the competences of the sample population, as well as on their use in the contexts of work and daily routines.
Such competences are assessed by administering cognitive tests in the domains of literacy, numeracy and problem-solving. Furthermore, a background questionnaire allows the collection of additional information, useful to gain a more thorough understanding of how adults use their skills in domestic and work contexts.
The survey aims to collect up-to-date, internationally comparable data that can provide information on skills, the stock of human capital in different countries, the link between skills, education and work, and the role played by skills in improving the employment and life prospects of the adult population.
PIAAC has been designed as a recurring survey, to be administered every tenth year. 38 different countries worldwide participated in the first survey cycle, which made PIAAC the second largest international surveying programme on adult competences. Its second cycle is currently underway.
