The evaluation of Rel outcomes on beneficiaries

Objective: To assess the effects and effectiveness of ReI (income support measure in Italy) on beneficiaries through counterfactual analysis, focusing on variables related to economic status (material and monetary deprivation, housing hardship) and social inclusion (relationship with social services, social relations, employment).
Survey population: sample of households divided into two equivalent groups between beneficiaries and non-beneficiaries
Data collection technique: CAPI (Computer Assisted Personal Interviewing).

The survey on the effects of ReI on beneficiaries involved a sample of 5,000 households, divided into two equivalent groups of 2,500 (beneficiaries and non-beneficiaries) and distributed over 170 Italian municipalities. Conducted through CAPI interviews.

The questionnaire builds an articulated path to report on beneficiaries’ experience of income support measures and assess their effects and effectiveness, taking into account different conditions between those who benefitted, and a control group, consisting of non-beneficiaries. 

The survey unit is the household and the questionnaire was administered to the household member who applied for ReI (for beneficiaries) or Isee declaration (declaration of income) (for non-beneficiaries).

The main objective of the Survey, which was financed through funds from PON SPAO, is to evaluate the effects of ReI on beneficiaries through the quasi-experimental method with a post-test and control group. The evaluation of effects also takes into account prospective changes in some of the outcomes, with special attention to variables related to economic status (material and monetary deprivation, housing deprivation) and social inclusion (relationship with social services, social relations, employment).
