Objective: to develop an evaluation model on the effects of the Civil Service on the young people involved through new innovative multidimensional indexes on active citizenship and employability

The Civil Service, by its nature and history, is outlined as a tool aimed at favouring employability and active citizenship and reducing the number of Neet in our country. For this reason, in 2026, Inapp,in synergy with the Ministry of Labour and Social Policies and with the Presidency of the Council, Department of Youth and Civil Service, carried out the first sample survey addressed to young volunteer Civil Service operators. The motivation, expectations, satisfaction and profiles of Civil Service volunteers were analysed in order to provide data and analysis tools useful to put forward policy measures in a targeted, adequate and effective way.

According to the data, the Civil Service is configured as an innovative and effective tool with a view to enhancing employability and is outlined as a generative and “democratic” experience with positive effects. The Civil Service can help reduce the number of “inactive” people to zero (acting strongly on Neet profiles), support career prospects and decision making and raise the employability levels of the young people involved, regardless of the starting age and family background. With regard to ‘active citizenship’, the data confirms that engaging in civil service can also bolster employability, together with formal training, and suggests that it should be considered by policymakers as an important driver in the design of active policies aimed at young people.
