On behalf of the Ministry of Labor and Social Policy, Inapp monitors the participation in Vocational Education, training and education pathways with work placements on an annual basis. The survey is carried out using data from 21 Regions and Autonomous provinces who collect quali-quantitative data from their respective territories. The information collected describes the progress of such education systems and is leveraged to inform ministerial decisions on budget and resource allocation.
Since 2010-11, the VET system has become a standard offer in the national education system as a way to fulfil compulsory education and enjoy the right to education and training, together with upper secondary school and apprenticeships. The VET system provides for the issuance of third-year qualifications and fourth-year diplomas pursuant to the National Directory of Professional Figures in EQF levels III and IV, respectively. Since 2016, to facilitate the implementation of VET pathways, a work placement system has been introduced, providing a greater share of practical training (at least 400 hours of the entire educational pathway).
Data collection is carried out through two survey forms containing information on: participation, training outcomes, type of course, professional occupations, age, gender, citizenship, learners with disabilities, etc. Finally, data are collected on financial resources committed and disbursed by the local Administrations, with details of the source of funding.
